I've always thought this should be a cyclic perc debuff (presuming we can get the perc debuff fixed). This would make it actually useful in situations where you're trying to remain concealed and are not just blasting stuff with USOL.

It would also thematically fit in wonderfully with our habit of passively exuding psychic malignancy to skirt along the edges of society and sticky situations. It would be even more fun if it could do so without necessarily alerting its victims who don't resist it.
