I'll take this one.
Lets be honest people, weezards don't need an item to do this. Not really, they have cone, some flexibility there, not like this, but close enough. Clerics and empaths could use it, sure, but they don't natively train elemental lore. Sorcerers though, do train elemental lores. So a sorcerer who has trained to bolt really well and has coin to spend.
Like I said, I'll take it.

But what he didn't show us is that it's like 1700/Arcane Blast: at stance of Guarded or Defensive, it acts as a CS/warding spell.
