Is Tolemer's sharpening service redeemable on a weighted or flaring weapon, or does the blade have to be blessable?

The following disclaimer is the most detailed information I have seen about it.

Hello Tolemer,

I was one of the winners for your raffle and want to be prepared with the correct item before the 21st. Will you be able to sharpen any of these weapons:

a pure coraesine handaxe (1st choice)

or

a +17 hcw handaxe (2nd choice)

or

+40 HCW dagger (final choice depending on cost)

Also is there a pricing chart for the cost per enchant of the weapon?
