How does going from 2x to 3x impact wizards overall?

Does the enchant bonus formula still apply +1 for every 2 ranks of EMC known or is it going to change to +1 every 3 ranks?

Will 540 take a hit or get a bonus?
Right now at 200 ranks a wizard has 25% chance for the spell to trigger. Does that mean the equation shifts so at 300 ranks we now obtain 25% chance? OR
Do we see an improvement? At 300 ranks, based on the info from the wiki that would equate to a 30% chance to trigger.

How about Rapid Fire?
Currently, at 200 ranks wizards hit a 0 second cooldown - is that going to change now?
Is the new equation to hit 0 second cooldown changing to 90-trunc(EMC ranks/3.3)
