It's possible without enhancives. Claidhmores have an 8 sec. RT with a 5 sec. minimum. The combined AGI + DEX bonus necessary to remove 3 seconds of RT is +38. Giantman characters have a non-enhanced maximum combined bonus of +40 when both stats reach 100. With 98 in each stat you will have +38 combined AGI/DEX. You can also achieve the +38 bonus with 100 in one stat and 96 in the other.

With the +2 AGI greaves, a 96 stat (+18 bonus) in both AGI and DEX will give you the necessary +38 total bonus.
