What causes this error message that I see once or twice a month?

There's another issue of ghosting on login that's been gradually getting worse for months, and is starting to get serious (to the point where I might never be able to get some characters back in if I lost connection while dead because the game would boot them for inactivity before SF was ready to let them be active)

Any possible connection between them?
