Just starting to learn pick appraisal, and this keeps happening. Is my appraisal off because I am just starting to learn this? I'm down to 4 picks on the table. None of them appear to be much better than the others! Two damaged and two neglected. Clearly my appraisal is off, but why?

You aren't much good at it yet. Not only can you get more accurate, you'll get more classes of information.
