Does someone have to make it as a top 1000 before they can make their race list? Is there no way you can data mine the fame list by race even if you're not in the top 1000?

Exactly, one has to be in the Top 1000 to appear on the other fame lists.

The race fame lists are taken from the Top 1000. The profession lists work the same way. Last I heard, to do it otherwise would involve too much hassle and too much resources.
