I recently have been able to enhance my dex/agl bonus to +51 with the addition of the vest enhancive and a pair of bracers I found in a box a few months back.

Being a giantkin I have never really had a fast swing but as a bard with Song of Tonis I am able to swing a short sword at 1x per second.

I was hoping that by the addition of the added bonus I would be able to swing a heavier weapon such as a scimitar at one swing per second -- but no go.

Can someone please refresh me on how dex/agl bonus combines to help you swing at a quicker rate?

As an aside I am fully trained for my armor and am unencumbered.

It has nothing to do with your agl/dex really. Normal rt for a short sword is 4 seconds. Rt for any of the heavier weapons is capped at a minimum of five seconds so they can't get any faster. And Tonis will only shave off three seconds of rt with enough air lore.
