This is apparently working again, since I just tried it on a whim and was successful. It would have nice to have had a post put up when it had been fixed, though, instead of having to realize it through random chance.

After having just bought a cat for my premie home and made sure the home was open to familiars and locateable and the door was open, typing SUMMON PET returned... nothing. No output at all. Also attempted outside in the neighborhood at large. (This is in Highpark in Ta'Illistim if it makes any difference.)

I'm told by another home-and-pet owner that this worked last week at her place.

Also bugged in game. Whee!
