Any one know how to move a home to Four Winds? I (think) I have matched home type, but when I bring my deed to the Upper neighborhood in Four Winds (dark blue on the lich tsoran map), I get

I confirmed with the host that it's upper rural, but I have tried the light blue and the red for funsies.
BUT
Here, it also upper rural and it works fine here:

The willows that line both sides of the stream bow over the burbling water, their hanging branches touching the moss-covered stepping stones that lead to the other side. Filtered light flickers on the stream, reflecting patterns of shimmering light on the mossy banks. You also see a rune-carved grey stone tower, a plain villa, an ivy-covered carved wood chateau and an expansive grey sandstone tower.

Found an abandoned chalet
HOME CLAIM again within 30 seconds to claim a home in this room.
I had initially thought it had to do with the edifice, but it looks like it gets cleared on the move.
My home was formerly in Solhaven's Ebondrift, Suasion Strand.
I've already stumped the host.
Any ideas?
