I need to go test this more, but I think Rotflares may be preventing 716 from firing off.

I think I've seen both, but I can check it out too.

What's the exact failure case? Enemy is already rotting from rotflares, so 716 won't infect them?

I definitely know I've seen my pestilence go off while using my rot flaring runestave but I can't say for certain that I've seen it go off after the enemy is rotting... Curious to know about this.

Pretty sure I just saw 716 go off on a creature that I had smacked with rotflares.

Yep, and the DoT was happening for both.
