As I start cobbling for the first time, I have two questions that I couldn't find answers to here or on Krakiipedia.

1) Is encumbrance a factor in success and/or quality? I saw one post mentioning it appeared that way, but no confirmation or denial. As a forest gnome, this will hurt.

2) Where is there a suitable table outside the workshop? KP mentioned that only the joining needs to be done in the workshop, so I tried to cut at an inn table for absorbing xp and cutting soles and uppers in batches of 10. However, I can't find an inn where this works: tried MH and Icemule, and cannot put the leather on the table.
