Maybe it's an MIU issue? I don't think I've tried to cast it from my item since whenever the Benediction changes took place - but I definitely used to gain +5 AS from it. I wouldn't have bothered to keep the rechargeable around otherwise. :) Not surprisingly, it also doesn't affect my Holy Bolt when I cast it with 1750.
