It sounds like this is how you calculate the surcharge, for getting the Enchant done over on the AS side.
Is there any provision for having the defender value increased? It cannot possibly be as simple as "bonus * 100 points" to pump that.
Or would I write that out on the scroll? "Requesting the Enchant be applied to the Defender value (increasing what is already there) instead of to the AS/'normal' Enchant value."

I would think it's similar to +TD or DB items, in that you can't increase the value of a defender bonus unless it's something like zelnorn where the enchant value is split between AS/DS. If it's like the +DS defender bonus that was added at CCF, then it probably falls into the same restrictions that don't allow TD/DB items to be increased via Premium Points.

Likewise probably same restriction on +AS as well, that you can't increase it via PPs.

Correct. You can enchant a defender weapon via points, but we will not increase its defender bonus via points.
To confirm on AS boosting armor, we do not increase the AS bonus EXCEPT in the case of zelnorn. Zelnorn splits its enchantment between AS and DS, with DS always getting the +3 (eg. +13 DS / +12 AS zelnorn is considered 5x, at 6x it would be +15 / +15).
