Is the AS requirement or 24 ranks for level 20 spells a bug or WAD?

That is incorrect. The Arcane Symbols rank vs. spell level assumption to read a scroll only works up to spell level 10. You cannot read a level 11 spell from a scroll with 11 Arcane Symbol ranks, it requires 12 ranks. It requires 70 Arcane Symbol ranks to read Fash'lo'nae's Gift (1750). The formula is: if the spell level is 20 or less, it requires Arcane Symbols skill of (spell level * 5) to read. If the spell level is 21 - 40, it requires Arcane Symbols skill of (100 + ((spell level - 20) * 3). If the spell level is greater than 40, it Arcane Symbols skill of (160 + (spell level - 40)).

Roblar had it right. My assumption was that ranks in MIU/AS worked like levels did for spell training.
