Awhile back I was charging something at the guild when I accidentally ordered again on the same item and lo and behold I got a different message than normal and the guild took the BP. A few questions...

Does this mean that the item did not charge all the way on one order 5?

Does the system tell you an items full so that you can stop ordering?

Yes.

One order 5 puts a fixed amount of charges into an item. This may or may not fill up the item, depending on the item's capacity and current charge level (e.g. if I remember it right, it takes five orders to get a badge from empty to full)

Yes.

If the item is full, you will not be able to buy charges for it, but there are no discounts if the item would hit full charge with less than a standard order's worth.

A great quality of life improvement would be if the adv guild merchant would give you some additional information about your item when you have it charged (ideally something like "It's been charged up to 28 and can hold as many as 32!" or something similar).
