You are correct sir, that is for non-house members. I'm looking for the Willow Hall house annex so I can get into my ice mule locker, but it seems the room is no longer there..
Willow Hall may have a private annex building. If they do, the lockers would be moved there. I am not sure if they do or where it would be, but that could be the issue.

Success!! Due to the nearly complete lack of active locksmiths around this frozen town, I had just started leaving a trail of full chests in my wake while hunting.. At least now I can locker them until I can find that elusive smith.
