I used incant for sonic disruption and have had THIS happen a number of times the last few days:
Your spellsong is ready.
You weave another verse into your harmony, directing the sound of your voice at a menacing krolvin warlord.
Your illthorn scepter glows intensely with a verdant light!
That does not seem to work.
Sing Roundtime 3 Seconds.
(Forcing stance down to guarded)
It happened on unravel as well.
What in the world changed? This is NOT what failing due to armor hindrance looks like, nor what failing a warding attack looks like.
(My runestick is a nervestick with Acuity and ensorcell on it, if it matters.)
Can I get a refund on all the wasted mana? :)

This is interesting, because my NerveStaff is working flawlessly. (And in fact, is my "go to" when I get tired of losing 30 mana per pop when my Sigil Staff gives me "That does not seem to work." on a Dispel flare.)
I believe that Disruption is the only hostile BardSong that I use 'incant' for; I do use it for PowerSong but do not have the Sigil Staff in-hand for that (I hold the Mana-flaring staff instead, in hopes of getting it to flare the 18-mana cost back to me). For Unravel, I use "prep/cast at".
Since I started seeing these "does not seem to work" messages the day after the Cleric changes were announced--I did not see them happening the morning before the announcements, and I did not play that evening--I theorized that it could have been because of a change there. The staff that I do see these failures with, is fireleaf (so "naturally Holy", now).
Luxelle, is your scepter Holy for any reason?

The sceptre should not be holy for any reason at all. But I will double check it with a song next long in and make sure that sneaky nervestick did not convert while I was sleeping...
To be clearer, I do not use incant with unravel. If a Name in Red needs those oddities, too, please let me know.
I've been neck-deep in Christmas ... but I think this is all new since the cleric announcement, too. That said, I paid very little attention to the cleric changes :)

I have confirmed that "That does not seem to work"/30-mana single-target renewal of Disruption/1030 happens with the modern "incant", as well as my old-style prep/cast at.
To date, I have not seen it happen with a "renew 1030" (once I have hit a single target), but I only just started testing that this morning, and of course, it doesn't work once the creature dies.
The thing that intrigues me most is that it is happening with your NerveStaff, but not at all with my own (Sigil Staff, instead).

And I could have sworn that there used to be a line in the Bless Proposal document about that, but it looks like I may never have downloaded an earlier version; the one that I pulled down recently did not appear to say anything about it.
