You can now train to reduce your encumbrance. The Physical Fitness skill now reduces encumbrance by 1 pound for every 10 skill bonus. For example, someone with 10 ranks (50 skill bonus) will see a 5 lbs reduction.
Additionally, a new Ascension Skill has been released at the Common tier:
Name: Porter [porter]
Type: Passive Buff
Other Requirements: None
Available to: All
Prerequisites: 10 ascension ranks combined between Strength and Physical Fitness.
Ascension Ability Points:
CEIL(Rank / 5)
Mechanics: Decreases encumbrance by 2 pounds per rank

I wouldn't say those that can only 1x in PF.
I would say, however, how about those almost squares that we call "Rogues" that can only 2x PF while the other squares (and even the lowly Empaths) can 3x.

This still feels like a bandaid for the catastrophe that is small-race encumbrance. Can we stop ignoring it after 30 years, stop trying to force people to buy encumbrance passes, and re-work encumbrance? The low-hanging fruit would be to have CON bonus significantly impact it...

I agree. Take encumbrance passes out of circulation. Let the penalty that is supposed to be the weakness of the smaller races actually BE a penalty.
