Nothing at all would change with the current system and forgers' ability to forge permanent weapons with mechanical benefits.
Masters (500 ranks) would be able to add +5 AvD for X number of swings by performing maintenance on the blade.
For example, a master forger with 500 ranks in Forging-OHE would be able to add +5 AvD to any one-handed edged weapon for 1000 swings.
400 ranks - ability to temporarily add +4 AvD for 500 swings
300 ranks - ability to temporarily add +3 AvD for 400 swings
200 ranks - ability to temporarily add +2 AvD for 300 swings
100 ranks - ability to temporarily add +1 AvD for 200 swings
