The help information for puncture (and crush, and slash) doesn't seem to clearly define what an ASSESS level is and searching the wikki hasn't provided any clarity on this for me either. For Heavy Crit Padded armor (10 points of padding), would the ASSESS level for the Puncture formula be 10? Or would it be 5 (using the armor padding levels listed below)? Or something else?

If the armor is flared or provides a bonus to AS/TD, there is a -10 penalty to the resistance strength. If the armor is padded, there is a penalty of -5 per ASSESS level to a maximum penalty of -40.
The number of puncture hits that can be taken before the resistance wears off is equal to ((Fitting Tier * 10) + (Armor Use Skill / 10)).

It is my belief that the 10 points of padding means Heavy. (Also as little as 9, or as much as 11.)
However, you are 5 levels in.

In the 'armor' verb below, the penalty is capped at Masterful, so if you're adding Resistance to all of those Superb, Expert, Phenomenal, or Fantastic armors, you are not penalized even more...
...so even Masterwork fittings will only provide 10% Resistance at best (tier [5] * 10, but then penalty of -40%) on those highly-padded armors.

It would be 5. That information predates when CER became numerically available to players.
I regard the penalty as too high to take, particularly as accessories are going to halve the padding as well so my main armor remains fitted but unpadded. (Same with weighting, the loss of Voln bless is too high)

Thanks for the responses! I sort of thought that would be the case (value 5) as otherwise the formula didn't seem at all reasonable. It might be useful to add a straightforward example to the CMAN HELP text to help clarify what ASSESS level is for future readers.

I'm a HUGE fan of Armor Padding - nearly all of my characters have armor padding as the starting point for their end game armor. I view the warrior fittings as a bonus on top of this. Even at 10% protection, my warrior noticed the benefits of puncture protection when doing early warcamps (lots of puncture damage to be had in those). So I am thinking that a 25% bonus (with master fittings, or even 15% with Superb fittings in the short term) on top of HCP still seems like it would be a worthwhile investment.
That said, I have both 7x Full Plate and 7x HCP Full Plate which my warrior will be able to wear in another level or two. I'll give it a try both ways and see if I develop a strong preference for one over the other. It could be that I end up switching them out depending on the specific hunting areas.
