Summary

Though twenty-four of the twenty-six captive Landing citizens have now been rescued, they seem groggy, lethargic, and have memory issues, leading Marshal Stormyrain agrees to Mayor Thadston's request to keep them safe in cells in the militia barracks. Later in the night, the fate of one more captive is discovered after Tyrrax, in the distance on his ship, beheads a one-eyed krolvin and tosses him overboard to wash ashore, where a loresong seemingly reveals insubordination as he secretly takes one captive to sever his toes and kill him.

As for the future, while Tyrrax's next moves are unknown, the Landing town council faces a decision: Casiphia has sent a proposal that the Rooks can protect willing citizens in secret tunnels, but only if neither the mayor nor militia leaders know of the locations. Amidst a detailed discussion between those gathered, including the merits or risks of the plan and plausibility of alternatives, Stormy has no objections and Councilors Chandrellia, Fahlo, and Pukk favor the plan. However, Thadston threatens that if the councilors don't make the right decision, he'll fight against it and we can do things the easy way or hard way.
