You may want to check with the attendant in the Adventurer's Rest just west of DragonSpine & Krodera. He oversees a little operation known as the locksmith pool.

You can make and repair picks on Teras too. The guild on Teras is fairly easy to find.

Also LM RESTORE is now a thing, so once a month you can return a repaired lockpick to its pristine state. Great for fancy picks, nice for vaalins if your fancy ones are still in good shape at the end of the month.
