Think it's the war mages. And at least he's unique, and at least he goes after targets other than those who can't touch him. He does something that makes the game somewhat more interesting than it would be otherwise, unlike 80+ guilded thieves who steal from 30ish traders without a care in the world.
And I sincerely doubt he's AFK when he's robbing you, considering he uses macros, not scripts. Maybe he's doing that Homer Simpson trick with the water-drinking bird.
