This happens quite often around Therengia for me, and was wondering if something was implemented with contracts that allows this (circle, numbers, etc.) or is this a bug? I know for a fact, back back back when I ran cons in 90s and early 2000s, this never occurred (I kept logs of all my contracts). Back 1 month now from hiatus and curious.
I ain't done hardly any contracts within the other provinces since returning so maybe this is going on elsewhere too? idk.

I noticed I asked about this in 2006 (Post 500) and never got an answer then and this is still going on, so can I assume this is part of the contract system as a reward?
I think there are 5 static contract values that go up with circle, and one or two values that seem to fluctuate between 11 and 30. I don't know those for sure yet. But here was another today. It's rare when it does happen, and rarer when I get multiple multiples like today:
