Ratha has two justice systems, one for the first and second tiers, and one for the third and fourth tiers. They're separate, so make sure when you surrender you're surrendering on the correct tier. The wanted list for first and second it located at the great waymeet, and for third, I usually just go to the jail and check.
If you're caught on the first tier, I think you have to surrender to some type of "guard." The Malk'smo Constables are the guards for the third and fourth tiers I believe.
