It's functioning perfectly for me (goodness, we have so many options, I didn't even realize). Was there a lockpick on the ground, maybe? Is there a skill or stat check for this? What's your exact error message?
I think there's either a requirement or you have to earn the ability. I get failure messaging on my still somewhat nooblish thief, and the announcement post did use the phrase, "Thieves that know the trick."
