Because it debuffs Tactics but critters do not use the Tactics skill. So instead of letting it just do half of what it's supposed to do in PvE they had it debuff OF for them instead.
In short the OF debuff is a bone thrown to us instead of letting it be just a Reflex debuff while in PvE.
