Are the bits awarded from a shop steal static per item? Or does the bits awarded per steal, increase with the subsequent steals since the penalty is in place?

Any chance that the stealing timer (for shop stealing etc) could be reduced now that we no longer have the stealing exp pool? I am seeing stealing slip further and further behind as I can only get it to 20/34 (on the islands) and it drains long, long before the timer is up. I can't think of many (any?) other skills which are artificially hindered like this.

Failing this, will there be some other way to train stealing soon (critter stealing perhaps)?
