Anyone know if the fourth circle requirement rule still applies to medium shields for commoners? I remember once wearing a medium shield on the arm after around 70 ranks or so in the past.

Isn't this a secondary armor perk? Note that commoners are consistently counted as skillset tertiary when it comes to access to skillset perks.

yeah, but when it came out they purposely restricted it, otherwise you could still be wearing the medium shield on your arm if you join a guild that has armor tert.
