Best hint I can probably give is its more ranks than you mentioned.
The number of survivals you mentioned is enough (or more than enough) of the survivals that need the (secret) amount of ranks. (thats confusing but I hope it made sense?)
Also requires a certain number of spells in a certain spellbook, but I don't imagine that's an issue with anyone who has this many ranks.

Well that's patently wrong.
Sorry, I always wanted to use that phrase. But yes, you get spell slots every 10 circles after 100, so our last one is 97, and then again at 110, 120, et cetera.
