Rakash already had this functionality and they still have it. To elaborate, when a Rakash in moonskin meows at a Prydaen, it is mockingly. Amusingly, Rakash had much more functionality within meow than any other race/guild, including Prydaen.

Thieves pretending to be Bards or Rangers should now be able to meow like their pretend guilds.
