While I can't answer for all cultures comprehensively, Rissans were the first to use torques as part of their wedding culture. The book on Rissan Wedding customs describes the torques, as well as the various customs related to the Rissan wedding torques.

My understanding is that they are a metal band that goes around the neck, much like a necklace. It is split in front and the ends are often styled in some form or another.

I could be mixing things up in my rattled brain, it's been known to happen

Not necessarily. The tradition of using them for a WEDDING implement could be a furry thing, even if the wearing of them is more broad.
