I recently started two new characters, a Tog and a Halfling. they train side by side. they both have 14 agility and 14 reflex. what i have noticed is that the Halfling is having a much harder time foraging and locksmithing. i would not have been surprised if it was the other way around actually. it takes the Halfling almost twice the amount of tries to succeed at either of these skills than the Tog and so now is falling behind in ranks.
Has anyone else had a similar experience?

Are they the same guild? Or do both not have a guild?

Tog is a Paladin and Halfling is a War Mage.
my understanding is that guild would only effect learning rate, not success rate.

Do they both have same burden? What about wisdom which modifies perception checks?

they both have the same wisdom and the same perception ranks. not enough burden to be an issue.
I also noticed today that the Halfling is failing half the time at skinning but the Tog never does.
Honestly this is a big enough issue that I think I'll reroll the halfling. They are both circle 10 so I'd rather restart now than later.

A point in a stat should now be the same for any race. I wonder if there's some other difference between the characters that you're noticing.
There's always a chance that there's a bug in code, but we'd need more specifics and testing before assuming that.
I would not advise rerolling because of this.
