I'd posted about this topic nigh a year ago, and in lieu of it fading into obscurity I figured I'd take another stab at addressing the seemingly impractical Hands of Justice spell.

To reiterate: At the risk of unintentionally speaking for others, I would presume a large number of Paladins are not using Hands of Justice in earnest. I respectfully submit for consideration adding HoJ's effect to Clarity or Divine Guidance and modifying it to be more useful, chiefly as one of the following:

1) An augmentation spell that gives a bonus to the Conviction skill.
2) An augmentation spell that gives a bonus to the Forging skill.
3) An augmentation/utility spell that gives a reduction to RT with melee weapons.
4) An utility spell that reduces "free smite" recharge time.
5) A debilitation SvW spell that causes the target to take amplified damage from holy/blessed sources
6) A targeted fire/impact damage spell focused toward use against cursed/undead
