I would like to slightly revise that statement.
Shift Moonbeam is super weird and may have gotten easier under some conditions due to this change. It does message for P4 penalties but doesn't seem to always actually apply them and it still contests distance vs PM ranks.
I'll add it to the list to review.

That looks like the same bug I experienced in Test when trying to teleport to a Grazhir Shard using 100th ability.

At some point recently, near the RS change I think, Shift Moonbeam range changed a little bit. Shifting from Promado to M'riss is possible now.
Moongate used to have a finite distance (light example, could gate Haven to Hara before (34 mana), but not Lang to Hara (45 mana cap)). Now I can reach Hara by moongate from any distance, most mana I need is 38 (Asketi's mount to Hara/Muspar'i to Hara). I did Fang Cove to Muspar'i at 28 mana.
