Cloud cover prevents viewing? See below;

That's intended. You'll probably want to cast PG first, and maybe use a telescope.

The post from the GMs specifically say its intended to bypass telescope checks. Curious as to why i can observe things that are not visible yet am stopped by clouds when they are out.

It bypasses the requirement to use a telescope on certain constellations, but that's only one aspect of what telescopes provide. They also give a bonus vs. cloud cover, which can still be useful to you.

You can see things that would otherwise be too small and dim. Cloud cover is an entirely different obstacle.

Yup. Mix in PG as needed, season liberally with AUS.
