Yes, you just need to scribe once and the sigil will have many uses. If you scribe it from your own study of the constellation in the sky, it will have 50 uses, and if you scribe it from studying another sigilbook, it will have 25 uses.

As a heads up, the page also becomes burned to a black, unusable crisp once the final charge is used so you'll eventually need to replace your sigilbooks as you go through the sigils. It takes quite a while to do this, however, even if you're a fairly avid enchanter.
