Let this be a new empath option.

Syntax: Shift identity <self, pc>.
Requirements: Empathy, Discipline, Charisma.
Use: Randomizes the target's features and removes social outrage. Maybe make it do something with warrants, but social outrage is the key component.
Long CD on the empath's ability to shift. This is a once a week move and then it locks shift out for a while.

Let's examine this as a game ability, not a lore one.

What you're asking for is a mechanics way to remove social outrage, with a long cool down.

I'm personally fine with that (I don't play an empath and don't end up with SO). But I'd say a daily thing, if not more frequent, would be more appropriate. Because if you're performing actions to generate SO, and need it 'once a week', you're doing them often enough that it's part of some training cycle.

If we're just going with 'I made a booboo' type situations, then I'd rather it be a game wide NPC that you can just pay off. Good press, or whatever.

The idea would be to change your face (lore and mechanics wise) to eliminate the negative effects of social outrage. It's the empath equivalent of needing a res. I think the CD is negotiable.

I think allowing players to provide a utility for other players is a plus. Maybe add an NPC in TF or Plat, but prime shouldn't be removing ways for players to positively interact.

We already have Empaths crippling enough systems. I'd rather not hang this albatross on their neck again.

I stand by my assessments of timers. They were made without lore considerations because lore needs to follow game play at this point.

Have you ever seen this system? An empath recently learned shift and didn't know they couldn't use it in the crossing guild. They tried, and they were kicked out. They tried to gweth to talk to other players and were arrested. That escalated to the point that they were getting chain arrested and had to be moongated out of the city. The primary social collaboration point. They now have to be logged into the game, completely separated from other players in an entire province for about 15 days. I get that this system is built for necromancers, but empaths have the perfect solution to resolve this. It's supported by both lore and mechanics. There's no good reason to argue against this.

I'm curious where non-Necros are regularly getting enough social outrage to make something like this worth the dev investment. Necros past a certain point can't be healed or shifted, and they tend to be the ones with the most SO problems.

It does happen to non-Necros on rare occasion, but it sounds like the situation above was more down to player ignorance than anything else. It's a shame that it happened, but it's not too hard to avoid the death spiral if you've read HELP OUTRAGE 2.

I'm all for more shift-related abilities, I'm just not sure this suggestion is a good return on the investment of dev time.

Add to this some sorcery blacklashes, using shift in most city limits, being accused of being a necro, trying to use services at the 50% SO or higher range, and I'm sure some ways I don't even know about yet.

Sure, there are ways to end up with SO as a non-necro, but it doesn't seem to me to be common a problem that cries out for a solution, especially given the scarcity of developer time that currently exists.

The in-character consequences for the Empath guild, if it became known that their members were helping sorcerers and not-yet-forsaken necromancers escape justice, could be really entertaining though.

I still think this would be a waste of dev time, but if the IC repercussions could be guaranteed I'd be on board. Imperial Healers' Guild anyone? Buy stock in pitchforks and torches.

I think this is a cool idea.

Logically, feature-hiding cloaks should help resist the build-up of social outrage too, but I guess the townsfolk can read our names too? No idea.
