After learning ROB it appears you can no longer target a person with PFE or MPP.

Mainly picked it up for mass rejuv but if I can no longer cast PFE or MPP directly on people it kind of defeats the overall bonus to it.

Is it intended to remove the ability to cast on others directly? It appears to always try to do group.
