ROAR CREATURES is a new option available to Barbarians trained in the Strategos mastery. It will cause roars to affect all hostile creatures in the area and skip players. Other than the targeting logic, this functions the same as ROAR AREA in all respects.

In addition, the following bugs have been squished:
* ROAR QUIET not affecting players
* ROAR AREA not triggering justice charges
* ROAR CHECK not recognizing certain no-justice areas
