Dervish and Juggernaut are still learnable and non-functional.
I've submitted a bug report about six weeks ago, but still have Juggernaut in my masteries list taking up a slot. I am wanting to rotate out several abilities, so I am loathe to use my monthly reset to fix a bug.
Any help would be appreciated.

I agree they should not be learnable it's annoying to explain to new characters.
