I have been told that Earthquake should not teach debilitation outside of combat. Currently I can use Earthquake outside of combat and learn Inner Fire and Debilitation.

I imagine it works this way currently, because all berserks function similarly: experience is rewarded solely upon launching the berserk. This statement is independent of the current paradigm of what is considered right/wrong.

I doubt that one solitary guild can train debilitation out of combat without contest or challenge is intended. Otherwise you'd see things like Hydra Hex teaching Debilitation for the same reason.
