It appears, that unlike any other melee attack which cannot be done when not at melee (assuming you are using a melee only weapon) that whirlwinds just fire off no matter what range you are at. It sort of makes sense, I guess, especially if you don't even have to be in combat to do it, but wouldn't it make more sense to use the same checks to see if you are even able to hit anything first? I can live with it how is but just think it's odd.

Note: war hammer in right hand already

It can also be done with pole weapons, so that... and also, I believe, can be used to pull people from hiding. So, being able to whirlwind without various checks of targets to hit seems like a reasonable thing, I guess?
