Smite has it's own 'pool' of energy. If that pool is low or exhausted, then it horribly burns up our soul state (not our soul energy, the state itself).
If War Stomp had a stomp pool or something, like roars have their own voice pool, I think it would be an ability used much more often.
The fact that it's energy source conflicts with what any Barbarian uses on a daily basis seems to be it's biggest downfall.
Otherwise, the ability does seem rather sweet.
