Could this be made a possibility? It's annoying to have to search high and low for a guard just to turn oneself in. Even if you had to park a guard in there to give us something to surrender to, it would be a very welcome change.

I agree that this would be nice. I think it was also the first thing I tried when I first wanted to surrender and I was confused that there was no one there.

You don't get arrested while in the middle of a training script if you happen to dash through a room with a guard.
But also, it supposedly either lowers the potential fine and/or the chances of being found guilty, not sure which or maybe both. I do it because of the first reason though.
