Assuming you mean best by highest appraisals for damage and FOI.
iirc the shaped weighted staff template doesn't turn out very good looking staves relative to the shaped bo staff (even in rockwood).
The tyrium appraisal was an example I just snagged off Squanto's products page so it's possible/probable that there's a superior forged example of that weighted staff in tyrium.

Also for consideration is the kertig/haralun weighted staff with nice a suitability advantage.
The bo staff template has been adjusted at least once. I am not sure some of the bo staffs in the lists above are craftable still.

I updated the wiki with current rockwood and diamondwood bo staff templates late last year.

OP, I know you were asking for best player-crafted staves, but I just felt that the topic requires including these for completion. Two of the best non-player-crafted staves.
Also, I usually like to note the range (sadly this info is often left off). These two are pole-ranged. Speaking of, can anyone tell me if the weighted staff, cane, walking cane, or crook are pole-ranged?

I thought all quarterstaff-type weapons were pole-ranged?

Usually, but not all. Even more rarely (and oddly), polearms are also not always pole range.
