I feel like these should be like other ice-veined items. As it is the cloaks do not produce atmospheric messages but I think they should. Who's with me?!

For the atmo aspect of ice-veined leather, it requires a thing that is incompatible with what's already on the cloak. However! I can make note that there's a desire to see an atmo-y ice-veined leather cloak and see what I can to about it for future happenings!
