Greetings.
A change was just made to the mechanics related to unregistering an item. In order to unregister an item, you must be the one who originally registered it. The messaging is clear about this when you make the attempt.

If someone sells an item to a new owner and the new owner wants a record of it on file would be the primary one, yes. Or, as you posted about a month ago, sometimes you get an alteration for a recently registered item and you want to get a fresh snapshot of it on record.
